Slips, trips and falls can develop from ordinary site conditions: mud on steps, materials in a walkway, a cable across a corridor or an unexpected change in level. They belong among essential toolbox talk topics for UK construction because access routes and work areas change throughout the day.

This guide explains how same-level incidents differ from falls from height, who can be affected, where site arrangements commonly break down and which practical controls should be checked before work starts and whenever conditions change.

What are slips, trips and falls in construction?

A slip occurs when there is insufficient grip between footwear and the surface, often because of water, mud, ice, oil, dust or a smooth contaminated finish. A trip occurs when a foot catches an obstruction or meets an unexpected surface change, disrupting balance. Poor visibility, rushing, distraction and carrying a load can make either event more likely.

The resulting fall may be on the same level, down steps or from one level to another. These are connected hazards, but they are not interchangeable. A wet walkway needs contamination and surface controls. An open edge, fragile surface, excavation or work platform also requires specific measures to prevent a fall from height.

Why it matters on UK construction sites

A brief loss of balance can lead to sprains, fractures, head injuries or a fall into an excavation, stairwell or vehicle route. A person may drop a tool or material, strike completed work, pull equipment over or create a secondary hazard for colleagues. The risk changes quickly because temporary surfaces, weather, lighting, storage and trade interfaces rarely remain fixed.

Who is exposed and how

Everyone who enters or moves through the site may be exposed. Groundworkers cross unmade ground and temporary access points. Electricians and other trades work around leads, hoses and materials. Labourers handle waste and cleaning. Delivery drivers use vehicle steps and loading areas. Supervisors, cleaners, visitors and members of the public may encounter routes they do not know. Risk is greater for anyone carrying an awkward load, walking backwards, using stairs, stepping between different surfaces or working beside an edge or opening.

Typical site tasks where this comes up

The hazard often appears where movement, temporary works and changing site conditions overlap.

  • Walking between parking, welfare, stores and workfaces across mud, stone, temporary ramps or incomplete paving.
  • Carrying tools, pipework, boards or fittings along corridors, stairs, scaffold access and temporary walkways.
  • Using temporary power, lighting, extraction, pumps or water supplies with cables and hoses near pedestrian routes.
  • Wet trades, washdown, refuelling and maintenance that may leave water, slurry, oil, dust or loose material underfoot.
  • Loading, unloading and accessing plant, delivery vehicles, working platforms or storage compounds.
  • Working near stairs, excavations, floor openings, roof edges or fragile surfaces where a slip or trip could become a fall from height.

Common failure modes

Problems usually develop when a planned route is allowed to change without a corresponding review.

  • Materials, packaging or waste spread from designated storage into a pedestrian route or emergency access.
  • Extension leads and hoses cross corridors or stairs without being routed overhead, removed or protected by a suitable crossing.
  • Mud transfers from unmade ground onto smooth steps, cabin floors or vehicle access points and the cleaning method spreads it further.
  • Small level changes, damaged boards, loose covers or stair edges are difficult to see because lighting or contrast is poor.
  • A warning sign is used in place of stopping the leak, isolating the route, cleaning the surface and checking that it is safe.
  • Housekeeping responsibilities are unclear between contractors, so defects remain while each team assumes someone else will act.
  • Deliveries or programme changes block the intended walkway and pedestrians create an uncontrolled shortcut near plant or edges.
  • Footwear is treated as the main answer even though the surface, contamination, route design or obstruction remains uncontrolled.

Pre-start checks

These checks are a starting point only. They do not replace the project's risk assessment, method statement or task-specific controls.

  • ☐ Route: Confirm the planned pedestrian route is open, wide enough and separated from vehicles and active work.
  • ☐ Surface: Check for uneven ground, loose boards, damaged steps, unsecured covers and unexpected level changes.
  • ☐ Contamination: Look for mud, water, ice, oil, dust, slurry and other material that could reduce grip.
  • ☐ Obstructions: Remove waste and confirm cables, hoses, tools and stored materials do not cross access routes.
  • ☐ Falls: Verify stairs, openings, excavations and exposed edges have the specified covers, barriers or edge protection.
  • ☐ Visibility: Check lighting, route markings and signs remain clear from every normal direction of approach.
  • ☐ Response: Confirm who will clean, isolate, repair and recheck a route if a hazard appears.

How incidents happen and how to prevent them

An incident often begins with a small change: rain brings mud indoors, a delivery occupies the storage bay or a trade runs a temporary lead across the route. The intended walkway narrows or becomes slippery. A person carrying material cannot see the floor, takes a shortcut or reaches the hazard before recognising it. Loss of balance then becomes more serious if stairs, moving vehicles, an opening or an exposed edge are nearby.

Prevention should break this sequence early. Keep pedestrian movement away from active work and vehicle routes. Eliminate unnecessary cable and hose crossings. Control leaks and contamination at source. Provide firm, level and well-lit access, organise storage and waste, and inspect routes after weather, deliveries and work changes. Where a fall from height is possible, use the planned collective protection and work-at-height controls rather than relying on care or warning signs.

⚠️ Hypothetical site example: A drylining team runs a temporary lead across a stair approach while another worker carries boxed fittings to the upper floor. Mud has been tracked inside and one light has failed. The worker cannot see the lead clearly, catches a foot and falls onto the stairs. Routing the lead overhead, cleaning and drying the approach, restoring lighting and using a suitable handling route would interrupt the sequence.

When risk increases

Review the arrangements whenever movement, surfaces or nearby consequences differ from the plan.

  • Rain, frost, snow, thawing or washdown changes the grip available on external and internal routes.
  • Work moves from a finished surface to temporary stairs, scaffold access, unmade ground or another surface transition.
  • Deliveries, lifting operations, waste removal or stored materials reduce the width or visibility of a walkway.
  • Temporary power, pumping or water management introduces new cables, hoses, ramps or wet areas.
  • Dawn, dusk, power loss, glare or failed temporary lighting makes edges and surface defects difficult to see.
  • Shift change, breaks or emergency movements increase pedestrian numbers and pressure people to rush.
  • Covers, barriers, handrails, steps or access boards are moved, altered, damaged or left incomplete.

UK regulations and compliance

The HSE Slips and Trips Guidance for Construction advises contractors and others in control of construction sites to manage work so people can move safely. It identifies uneven surfaces, obstacles, trailing cables, wet or slippery surfaces and changes in level as key issues, with clear routes, housekeeping, planned storage, suitable lighting and prompt control of slippery areas.

In Great Britain, The Construction (Design and Management) Regulations 2015, Regulation 27 require a construction site to be organised, so far as reasonably practicable, so pedestrians and vehicles can move without risks to health or safety. Traffic routes must be suitable for the people or vehicles using them, sufficient in number, suitably positioned and of sufficient size.

Where a person could fall from one level to another, The Work at Height Regulations 2005, Regulation 6 require work at height to be avoided where reasonably practicable. Where it cannot be avoided, suitable and sufficient measures must prevent falls so far as reasonably practicable, or minimise the distance and consequences where prevention is not reasonably practicable.

Northern Ireland has parallel construction-site traffic-route duties under The Construction (Design and Management) Regulations (Northern Ireland) 2016, Regulation 26. Falls from height are addressed by The Work at Height Regulations (Northern Ireland) 2005, Regulation 6, which follows the same avoid, prevent and minimise hierarchy.

Practical controls that make the difference

The strongest controls remove the hazard or separate people from it before relying on signs, behaviour or footwear.

  • Design the route: Provide designated pedestrian access with firm, level surfaces, suitable width, lighting, drainage and separation from vehicles and work activities.
  • Remove crossings: Use cordless equipment where suitable, route services overhead or away from walkways, and protect unavoidable crossings with a suitable system.
  • Control contamination: Repair leaks, improve drainage, use entrance matting or temporary surfacing, and select a cleaning method that removes contamination without spreading it.
  • Plan storage and waste: Set clear limits for storage, provide enough skips and bins, sequence deliveries and keep emergency and pedestrian routes available.
  • Protect level changes: Use suitable ramps for avoidable small steps and maintain stairs, handrails, covers, barriers and edge protection for the actual condition.
  • Inspect at the right time: Check routes before shifts and after weather, deliveries, cleaning, temporary works changes or reports of a defect.
  • Manage remaining risk: Provide suitable carrying aids and task-appropriate footwear, maintain clear reporting routes and stop or divert access until serious hazards are controlled.

FAQs

Is a warning sign enough for a wet or slippery construction route?
No. A sign can warn people temporarily, but the source should be stopped where possible, the route isolated or diverted, the contamination removed and the surface checked before normal access resumes.

Who is responsible for clearing walkways on a multi-contractor site?
Responsibilities should be defined, coordinated and communicated through the site's management arrangements. Every worker should know how to report or deal with an immediate hazard without assuming another contractor will act.

When does a slip or trip become a work-at-height issue?
When loss of balance could result in a fall from one level to another, including from stairs, platforms, roofs, vehicle beds, openings or excavation edges. The work-at-height hierarchy and task-specific protections must then be applied.
