Work at height takes place wherever a person could fall a distance capable of causing injury if suitable precautions were absent. It should form part of planned toolbox talk topics for UK construction before teams use ladders, scaffolds, mobile towers, mobile elevating work platforms, roofs, open structures or temporary working platforms.

This guide explains where work at height risks arise, who may be affected and how the hierarchy of controls should shape the planned method. It supports site briefings but does not replace the risk assessment, method statement, equipment checks, competence requirements, supervision or emergency arrangements.

What is Working at Height in construction?

Work at height is not limited to work high above the ground. It includes work beside an unprotected edge, above an opening, on a fragile surface or in another location where a person could fall and be injured. A fall through a rooflight, service opening or incomplete floor can therefore be work at height even when the surrounding work surface appears level.

The activity must be considered as a complete system. This includes access, the working position, materials, tools, edge protection, ground conditions, weather, interfaces with other trades and the route back to a safe place. Equipment selection should follow the planned task rather than being based solely on what is already available on site.

Why it matters on UK construction sites

A fall can cause fatal or life-changing injuries. A person may also strike structural steel, scaffolding, plant or stored materials before reaching the ground. Dropped tools and materials can injure workers or members of the public below. An incident may stop work, require rescue, damage equipment, disrupt the programme and expose weaknesses in planning, supervision or temporary works arrangements.

Who is exposed and how

Roofers, steel erectors, scaffolders, cladders, formwork carpenters, electricians, installers, decorators, maintenance teams and demolition workers may work directly at height. Site managers, supervisors, temporary works coordinators, equipment operators and those selecting access equipment can also influence whether the activity is properly planned and controlled.

People working below may be exposed to falling tools, fittings, waste or materials. Other trades may create new openings, remove edge protection or move access equipment without understanding its purpose. Delivery drivers, visitors and members of the public may also enter drop zones or gain access to unsecured ladders, scaffolds and incomplete structures.

Typical site tasks where this comes up

Work at height should be considered during temporary and permanent works, including:

  • Roof and cladding work: installing sheets, membranes, rooflights, flashings, gutters and facade systems.
  • Structural work: erecting steelwork, formwork, precast units, floor decking and temporary edge protection.
  • Services installation: fitting cable trays, pipework, ventilation systems, lighting and overhead equipment.
  • Inspection and maintenance: accessing roofs, plant decks, gantries, shafts and elevated equipment.
  • Short-duration finishing tasks: painting, sealing, snagging or fixing components from suitable access equipment.

Common failure modes

Problems often arise when the equipment or controls no longer match the actual task and site conditions.

  • Starting with personal fall arrest: a harness and lanyard are selected before considering whether the work can be avoided or protected by collective measures.
  • Unprotected openings: covers, guardrails or barriers are missing, unsecured, unmarked or removed during another activity.
  • Misidentified fragile surfaces: rooflights, deteriorated sheets or temporary materials are assumed to be load-bearing.
  • Unsuitable ladder use: a ladder is used for heavy, strenuous or extended work that requires a working platform.
  • Unstable access equipment: towers, ladders or platforms are positioned on weak, sloping, uneven or obstructed ground.
  • Missing rescue arrangements: fall arrest is provided without a workable method for recovering a suspended person.
  • Changing interfaces: deliveries, cranes, MEWPs, scaffolds or nearby trades enter the area without the planned controls being reviewed.

Pre-start checks

Use these checks as a starting point. They do not replace the project's risk assessment, method statement or task-specific controls.

  • ☐ Confirm whether the work can be completed from ground level or from an existing safe place.
  • ☐ Check the task, height, duration, access route, surface condition and equipment against the approved method.
  • ☐ Inspect the work area for open edges, floor openings, fragile materials, overhead hazards and falling-object risks.
  • ☐ Verify that access equipment, guardrails, platforms, anchor points and other controls are suitable and in the required condition.
  • ☐ Confirm that the people carrying out, planning and supervising the work are competent for their responsibilities.
  • ☐ Check weather, lighting, ground conditions and other work that could affect stability or safe access.
  • ☐ Confirm the exclusion zone, communication method and emergency or rescue arrangements before work begins.

How incidents happen and how to prevent them

A fall often follows a sequence of small failures. The work changes, suitable equipment is unavailable, a temporary shortcut is accepted and an edge or fragile area is approached without adequate protection. A worker may then lose balance while carrying materials, reacting to moving equipment or reaching beyond the protected working area.

Prevention starts by avoiding work at height where reasonably practicable. Where it cannot be avoided, use an existing safe place or collective protection such as suitable guardrails, scaffolds, mobile towers or MEWPs. If a fall risk remains, minimise the distance and consequences through properly designed measures. Personal fall protection depends on correct selection, fitting, anchorage and use, so it should not replace more reliable collective controls without justification.

⚠️ Hypothetical site example: An installer plans to fix a short section of cable tray from a stepladder. Additional services are added to the task, requiring heavier tools and repeated sideways reaching. The original equipment is no longer suitable. The incident could be prevented by stopping the activity, reassessing the revised task and providing a stable working platform with suitable collective protection.

When risk increases

Risk increases when the work area is incomplete, edge protection is being installed or removed, floor openings change, temporary covers are disturbed or several trades share the same access route. Roof deterioration, hidden rooflights, wet surfaces, loose materials and poor housekeeping can make a previously manageable task unsafe.

Strong winds, rain, ice, poor visibility and inadequate lighting can affect balance, access equipment and material handling. Risk can also rise during early or late shifts, programme recovery, lone working, delivery periods and changes in supervision. Work should be reviewed whenever the task, equipment, people, weather, structure or surrounding activities differ from the planned conditions.

UK regulations and compliance

In Great Britain, the Work at Height Regulations 2005 apply where a person could fall a distance liable to cause personal injury. Employers and those controlling the activity must ensure that work is properly planned, appropriately supervised and carried out safely by competent people. Planning must include the selection of suitable work equipment and arrangements for emergencies and rescue.

The Regulations require work at height to be avoided where reasonably practicable. Where it cannot be avoided, falls must be prevented so far as reasonably practicable. If a risk remains, measures must minimise the distance and consequences of a fall. Collective protection should be given priority over personal protection when equipment is selected.

HSE guidance on assessing work at height in construction explains how risk assessment, precautions and method statements support safe planning. Separate HSE guidance covers safe use of ladders and stepladders and work on or near fragile surfaces. Ladders are not prohibited, but their use must be justified by the risk assessment and suited to the task.

Northern Ireland has corresponding requirements under the Work at Height Regulations (Northern Ireland) 2005. A Toolbox Talk can communicate the planned precautions, but it does not replace compliance with these duties or the controls required by the project assessment and method.

Practical controls that make the difference

Design out work at height where possible. Assemble components at ground level, use extendable tools, lower equipment for maintenance or install permanent access and edge protection during construction. Coordinate designs, temporary works and sequencing so openings and exposed edges are protected before workers enter the area.

Select access equipment for the task, location, duration, load and ground conditions. A ladder may suit some low-risk, short-duration work, while heavier, longer or two-handed activities may require a scaffold, tower or MEWP. Prevent unauthorised movement, alteration or use of access equipment and maintain a clear system for inspections and reporting defects.

Protect floor openings and edges with suitable guardrails, barriers or secured covers. Clearly identify fragile areas and prevent access where possible. Where work near a fragile surface cannot be avoided, provide suitable platforms, staging and additional fall protection based on the assessment and planned method.

Control falling objects by planning how tools, materials and waste will be moved, stored and secured. Establish exclusion zones where necessary and prevent materials from being thrown or allowed to fall. Coordinate lifting operations, MEWP movements and work below so one activity does not undermine another.

Where personal fall protection is required, ensure the complete system is suitable. Consider the anchor, connectors, fall clearance, potential swing fall, compatibility, inspection and rescue method. Workers must understand the limits of the system and know what to do if equipment, conditions or the planned task change.

FAQs

Does work at height start at a particular measurement?
No fixed minimum height defines every situation. The key question is whether a person could fall a distance liable to cause personal injury if precautions were absent.

Are ladders banned on construction sites?
No. A ladder may be suitable where the risk is low, the task is appropriate and the assessment shows that more protective equipment is not justified or cannot be used safely because of site features.

Is wearing a harness enough to control work at height?
No. Work should first be avoided where reasonably practicable, then falls prevented using suitable collective protection where possible. Any personal fall protection must form part of a properly designed system with suitable rescue arrangements.
