Who is exposed and how
Groundworkers, scaffolders, roofers, cladders, utilities teams and concrete gangs may spend long periods in open or partially completed areas. Slinger-signallers, traffic marshals, surveyors and delivery coordinators may be less physically active while remaining exposed.
Exposure may be greater on roofs, bridges, coastal sites, open ground and night shifts. People working alone or away from welfare may not be noticed when their condition changes. Supervisors and first aiders need arrangements for checking workers and escalating signs of cold-related illness.

Dexterity and concentration may then deteriorate while the safety-critical task continues.
Prevention requires the exposure to be managed as conditions change. Reduce the time spent in exposed areas, provide shelter close enough to be used, plan warming breaks and rotate static duties where this does not introduce another risk. Keep clothing dry, replace wet items and match layers to the work rate. Supervisors should review the plan when wind, rain, temperature, delays or staffing differ from the assessment.

When risk increases
Risk increases during cold snaps, strong winds, rain, sleet and snow, particularly on open, elevated or coastal sites. Early starts, night work and low winter light can extend exposure before conditions improve. Contact with cold metal, concrete, water or saturated ground can add to discomfort and local cooling.
Programme changes can also raise risk. Workers may remain static while waiting for cranes, deliveries, permits or access, or work longer shifts to recover lost time. Reduced staffing, lone working, a failed cabin heater, blocked access to welfare or a shortage of dry clothing should trigger a review. The assessment should be revisited whenever the forecast, exposure time, work rate, location or welfare arrangements change.
UK regulations and compliance
In Great Britain, the Management of Health and Safety at Work Regulations 1999 require employers to make a suitable and sufficient assessment of risks to workers and put effective preventive and protective measures in place. Cold exposure should therefore be considered in the assessment when outdoor winter work could affect health or safe performance.
The Construction (Design and Management) Regulations 2015 require suitable and sufficient steps, so far as reasonably practicable, to protect outdoor parts of construction sites from adverse weather. Practical controls that make the difference
Start by reducing exposure. Sequence work for sheltered areas or warmer parts of the shift, use methods that shorten time outside and provide windbreaks or local shelter where safe. Delay non-essential exposed work when the conditions cannot be controlled without creating greater risk.
